Indonesia's 2026 Halal Deadline: What Beauty Buyers Should Know

Indonesia will require halal certification for cosmetics distributed in the country from 17 October 2026, with enforcement beginning 18 October 2026, under Government Regulation No. 42/2024. For any wholesale buyer placing an order for the Indonesian market right now, in September 2026, that date is close enough that it should shape the order itself, not just a future compliance task.
The first thing to get straight is that halal certification and cosmetic market approval in Indonesia are two separate things, issued by two separate agencies. Halal certification is issued or recognized by BPJPH, the Halal Product Assurance Organizing Agency under the Ministry of Religious Affairs, and confirms that a product and its supply chain meet halal requirements. Marketing a cosmetic in Indonesia at all, halal or not, separately requires a notification with BPOM, the National Agency of Drug and Food Control. A product can complete one process and still be unable to reach shelves without the other. Buyers who assume one filing covers both tend to lose the most time.
Timing is the hard part. Reported processing times for halal certification through the standard route run roughly three to six months, and that is before counting document preparation on the buyer's side. A buyer starting the process today, with the enforcement date about five weeks away, should not expect to finish standard certification before 18 October 2026. That does not mean the order should stop; it means the order and the certification timeline need to be planned as two separate tracks, with a realistic date for when the product can actually be sold in Indonesia.
The registrations themselves are held by an entity registered in Indonesia, not by the Thai supplier. In practice that is either the buyer's own Indonesian company, commonly a PT PMA, or a licensed local importer or distributor acting as the registered representative. A Thai supplier can prepare the paperwork a buyer needs, but cannot file, hold, or guarantee either the BPOM notification or the BPJPH certificate; those sit with the Indonesian entity named on the application.
What a buyer should be requesting from a Thai supplier at this stage is straightforward: a full ingredient list for the formulation, product specifications such as batch size, packaging and shelf life, and clear supplier details, including company registration information and where the product is produced. This is the documentation an Indonesian filing typically needs to reference, and it is what Pimmycool, as the sourcing and export party, can put together and hand over. Obtaining, sponsoring, or guaranteeing halal or BPOM certification is the buyer's own filing, done through their Indonesian entity, not something a Thai supplier does on their behalf.
Given the timing, it is worth structuring the order around the documentation rather than around a shipping date. A smaller confirmation order, paired with the full paperwork needed to open a BPOM and BPJPH filing, lets the buyer's Indonesian entity start the registration clock while the supply side is already sorted. Committing to full volume before that filing is lodged risks holding uncertified stock past 18 October 2026, when non-compliant cosmetics become subject to removal from Indonesian marketplaces and seizure.
Indonesia's implementing rules for this deadline have continued to be refined through 2026, so a buyer should confirm current requirements directly with BPJPH and BPOM, or with an Indonesia-licensed regulatory consultant, before finalizing a filing. This is not guidance on how to complete that filing; it is a description of what the deadline means for an order placed now, so that the shipping and the paperwork move on the same schedule.
