Saudi Arabia Cosmetic Registration: A Guide for Thai Beauty Buyers

Saudi Arabia is the largest beauty and personal care market in the Gulf, and for international buyers looking at Thai skincare and FMCG products, it is a market worth getting right from the start. Unlike moving into a market with no cosmetic registration system at all, Saudi Arabia runs its own regulatory process through the Saudi Food and Drug Authority, separate from the UAE's rules. A product line that clears one Gulf market is not automatically cleared for the other.

Cosmetics sold in Saudi Arabia are notified through SFDA's electronic cosmetics platform, generally referred to as eCosma, under the GHAD registration framework. The notification has to be filed by a Saudi-based party: a licensed importer, distributor, or local representative with a commercial registration that covers cosmetics trade. A Thai brand or export buyer based outside the Kingdom cannot file directly. The registration sits with whoever is bringing the product into the country and holding it in a licensed warehouse there.

What that Saudi-based registration holder will ask for, in turn, usually has to come from the manufacturer: full ingredient composition, safety data, evidence that the manufacturing site meets GMP or an equivalent standard such as ISO 22716, and labeling available in Arabic. Products also need to meet the regional GSO 1943/2016 technical regulation for cosmetics, and a Certificate of Conformity is required before a shipment can move. None of this is paperwork a buyer wants to discover is missing after a container has already left Thailand.

For a buyer putting together a first shipment of Thai beauty products for the Saudi market, the practical question to settle early is simple: who is going to hold the SFDA registration on the Saudi side, and has that party already said what documents they need from the Thai manufacturer? If the answer is no one yet, that is worth resolving before placing a large order, not after it arrives at port.

This is also where good sourcing habits pay off before compliance even enters the picture. Pimmycool works with Thai beauty and FMCG brands and suppliers to source and consolidate export orders, and part of that work is making sure a buyer gets the manufacturer-side documents, such as ingredient lists, GMP evidence, and certificates of analysis, in a usable form alongside the shipment. The Saudi registration itself is handled on the buyer's side with SFDA or their appointed local representative, but having the underlying product documentation ready from the Thai supplier makes that process considerably less painful.

Rules on platforms like eCosma do get updated, so any buyer serious about the Saudi market should confirm current requirements directly with SFDA or a licensed regulatory consultant before committing to a shipment. This piece is meant to flag what to ask for, not to replace that step.
